This is pretty misleading. Sounds like amphibians have both breathing abilities at once, which is not true. Amphibians typically start out as larvae living in water (though some species have developed behavioural adaptations to bypass this) The young generally undergo metermorphosis from larva with gills to an adult air-breathing form with lungs. Amphibian skin is permeable to water. Gas exchange can take place through the skin (cutaneous respiration) and this allows adult amphibians to respire without rising to the surface of water and to hibernate at the bottom of ponds. But as soon as they become active again that form of oxygen intake won't be enough anymore and they have to eventually resurface and breathe air via lung. So they can't really breath under water once grown up. Yes I'm fun at parties
